Authorizes class 2 brewers and brew pub licensees to manufacture cider and mead. Prohibits non-resident dealers and brewers from being affiliated with a manufacturer that produces more than 3,720,000 gallons of beer, cider, and mead per year (instead of only 3,720,000 gallons of beer per year).
