Bill Title: Amends the Personnel Code. Provides that State agencies, when hiring for internships and student assistant positions, shall give preference to a qualified applicant who is, or has been, a dependent child in foster care, a homeless youth, or a formerly incarcerated youth. Effective immediately.

No one attended the panel meeting this week, but one member did share their thoughts through e-mail. "I would have to disagree with this in certain areas. Perhaps a point system could be applied as in the Civil Service Exams to aid homeless, and fostered youth. What about children that have lost a parent in battle/war, a police officer or firefighter that has been killed in the line of duty? Although I understand it would be nice to help juvenal delinquents, why would one want to punish a child that has followed the rules, worked hard, to achieve a position? Does this encourage our youth to be incarcerated so that they get a free walk into a position? I would say no and absolutely not to that. To assist is one thing to give is another."
