Summary

AN ACT relating to municipal services; prohibiting municipalities from recovering past due payments for municipal services as specified; specifying that a municipality shall not require the owner of a property to contract for services when a tenant resides on the property and the owner does not; requiring adoption of related policies by municipalities; and providing for an effective date.
