A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §5-5-2a, relating to increasing pay to state employees; providing for a three-year period of salary increases for all state employees; and establishing a minimum annualized salary for state employees.

Be it enacted by the Legislature of West Virginia:


ARTICLE 5.  SALARY INCREASE FOR STATE EMPLOYEES.

§5-5-2a. Graduated salary increase for state employees beginning in 2018.

(a) The Legislature finds that it is in the best interest of the state to pay employees a competitive salary. Therefore, the following adjustments to state employee salaries shall be made:

(1) As an additional supplement to other salary increases provided by this article and in addition to any amounts prescribed in the applicable state minimum salary schedule, effective July 1, 2018, each eligible state employee shall receive an additional salary increase of $1,000.

(2) As an additional supplement to other salary increases provided by this article and in addition to any amounts prescribed in the applicable state minimum salary schedule, effective July 1, 2019, each eligible state employee shall receive an additional salary increase of $2,000.

(3) As an additional supplement to other salary increases provided by this article and in addition to any amounts prescribed in the applicable state minimum salary schedule, effective July 1, 2020, each eligible state employee shall receive an additional salary increase of $2,000.

(b) Notwithstanding any provision of this code to the contrary, beginning July 1, 2019, and every fiscal year thereafter, there is a minimum annualized salary for each full-time state employee equivalent to 150% of the federal poverty guidelines for a household of two persons, as set in or around January of the prior fiscal year by the United States Department of Health and Human Services. The minimum annualized salary for each full-time state employee shall be adjusted each year upon the update to the federal poverty guidelines and shall take effect at the start of the next fiscal year.

 

NOTE: The purpose of this bill is to provide salary increases for state employees over a three-year period and create a minimum annualized salary for state employees.
