HOUSE RESOLUTION NO. 38

on Behalf of All Members of the House)

Memorializing the life of the Honorable Loutellus M. Stout, farmer, association executive, and public servant.

    Whereas, Loutellus M. Stout was born on January 28, 1924, in Clarksburg, Harrison County, West Virginia, the son of the late Loutellus Sr. and Ann Van Diver Stout; and

    Whereas, Lou Stout was a sheep and cattle farmer in New Milton, Doddridge County, West Virginia, where he grew up; and

     Whereas, Loutellus Stout was first elected to the West Virginia House of Delegates representing Doddridge County in 1956 and reelected for a second term in 1958; and

    Whereas, Following his service in the House of Delegates, Lou was elected Chairman of the Doddridge County Republican Executive Committee; and

    Whereas, Lou was married to Margaret Stutler Stout and they were the proud parents of a son, David C., and a daughter, Karen M., and the loving grandparents of five grandchildren and two great grandchildren; and

    Whereas, Loutellus Stout was a past President of the West Virginia Wool Marketing Association, former Executive Secretary of the West Virginia Farm Bureau, and former Secretary of the Independent Oil and Gas Association; and

    Whereas, Loutellus Stout was a Methodist by faith and a member of the Freemasons, Order of the Eastern Star and Farm Bureau; and

    Whereas, Lou retired from the West Virginia Supreme Court of Appeals Clerk’s Office on December 31, 2007; and

    Whereas, Sadly, the Honorable Loutellus M. Stout passed away on Sunday, May 20, 2012; therefore, be it

    Resolved by the House of Delegates of the West Virginia Legislature:

    That the House of Delegates hereby memorializes the life of the Honorable Loutellus M. Stout, farmer, association executive and public servant; and, be it

    Further Resolved, That the House of Delegates hereby extends its sincere sympathy at the passing of the Honorable Loutellus M. Stout; and, be it

    Further Resolved, That the Clerk of the House of Delegates forward a copy of this resolution to the family of the Honorable Loutellus M. Stout.
