Requesting the Division of Highways name Bridge numbers: 20-064/00-049.98 (EB & WB) (20A779,20A782) Lat/Long: 38.38760,-8176827 Original Name: 1-64 Institute Interchange (EB&WB) Feature Intersected I-64 Ramps C & D in Kanawha County, the "U. S. Army Pvt. Charles A. White, Sr. Memorial Bridge".

Whereas, Charles A White, Sr., was born to Albert B. and Irice White on October 19, 1925; and

Whereas, Charles A White, Sr., grew up in Institute, West Virginia, where he attended local public schools; and

Whereas, After graduating from high school, he joined the United States Army and became and airplane engine mechanic, serving with the celebrated Tuskegee Airmen unit in until his honorable discharge in 1946. For his dutiful service, he was awarded the American Theater Victory Ribbon; and

Whereas, Following his discharge from military service, Charles enrolled in West Virginia State College (now West Virginia State University) where he earned a Bachelor's Degree in Business Administration.; and

Whereas, In 1949, Charles met, and married, Savannah "Van" Cole and they were later blessed with three children: Taun Charlene, Charles Adrian, Jr. and Lynn Mechelle; and

Whereas, Charles was employed by West Virginia State College as a Business Administrator and, with his family, he participated in the operation of several businesses including an Esso Service Station; White's Superette; Van's Varsity Villa and Dick's Place, all of which served the Institute, Nitro and Dunbar communities. He also owned and managed several apartments, which he primarily rented to students attending West Virginia State College; and

Whereas, Subsequently he met his second wife, Dr. Beverly A. Farrow, and they were married in 2002; and

Whereas, Charles A White, Sr., was a faithful steward of, and served, his church, the Power House of Deliverance in West Dunbar, West Virginia, for 43 years. In July 2011, he was appointed Church Elder due to his service, wisdom, and experience; and

Whereas, His active community life with his businesses, church, and civic endeavors led community members to call him the unofficial "Mayor of Institute"; and

Whereas, It is fitting that an enduring memorial be established to commemorate U. S. Army Pvt. Charles A. White, Sr. and his contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name Bridge numbers: 20-064/00-049.98 (EB & WB) (20A779,20A782) Lat/Long: 38.38760,-8176827 Original Name: 1-64 Institute Interchange (EB&WB)  Feature Intersected I-64 Ramps C & D in Kanawha County, the "U. S. Army Pvt. Charles A. White, Sr. Memorial Bridge"; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the “U. S. Army Pvt. Charles A. White, Sr. Memorial Bridge”; and, be it

Further Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
