Requesting the Division of Highways name a portion of Cabin Creek Road, County Route 79/3, beginning immediately east of the intersection of Cabin Creek Road and Nevada Street at Ohley and ending immediately north of the intersection of Cabin Creek Road and Eskdale Avenue at Eskdale in Kanawha County as the "U.S. Army PFC Shelby ‘Cubby’ Foster and U.S. Army Sgt. Robert ‘Robbie’ Collins Memorial Road".

Whereas, U.S. Army PFC Shelby "Cubby" Foster was born on May 5, 1948, in Kanawha County, West Virginia; and

Whereas, U.S. Army PFC Shelby "Cubby" Foster served with Company B, 5th Battalion, 46th Infantry Regiment, Americal Division in the Vietnam War; and

Whereas, Sadly, U.S. Army PFC Shelby "Cubby" Foster and others were serving with the Bravo Company 5th/46th on October 5, 1969, when he was killed during battle; and

Whereas, The life of U.S. Army PFC Shelby "Cubby" Foster is the definition of what it means to be a true, loyal, and proud West Virginian; and

Whereas, U.S. Army PFC Shelby "Cubby" Foster is buried at Foster Cemetery on Dawes Mt., Cabin Creek, West Virginia; and

Whereas, U.S. Army Sgt. Robert "Robbie" Collins was born on April 30, 1950, in Kanawha County, West Virginia; and

Whereas, U.S. Army Sgt. Robert "Robbie" Collins served on Fire Support Base Tina, which was a U.S. Army 1st Cavalry Division firebase located on Route TL-246, three miles southeast of Bo Tuc in Tay Ninh Province, RVN; and

Whereas, Sadly, on February 4, 1970, at 4:27 AM, the 2-7th Cavalry at FSB Tina received a rocket and ground attack from an estimated two enemy platoons, in which U.S. Army Sgt. Robert "Robbie" Collins and three other 1st Cavalry Division personnel were killed; and

Whereas, U.S. Army Sgt. Robert "Robbie" Collins is buried at Montgomery Memorial Park in London, Kanawha County, West Virginia; and

Whereas, The life of U.S. Army Sgt. Robert "Robbie" Collins is the definition of what it means to be a true, loyal, and proud West Virginian; and

Whereas, It is fitting that an enduring memorial be established to commemorate these two fallen servicemen and their contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested Division of Highways name a portion of Cabin Creek Road, County Route 79/3, beginning immediately east of the intersection of Cabin Creek Road and Nevada Street at Ohley and ending immediately north of the intersection of Cabin Creek Road and Eskdale Avenue at Eskdale in Kanawha County as the "U.S. Army PFC Shelby 'Cubby' Foster and U.S. Army Sgt.Robert 'Robbie' Collins Memorial Road"; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the stretch of road as the "U.S. Army PFC Shelby 'Cubby' Foster and U.S. Army Sgt. Robert 'Robbie' Collins Memorial Road"; and, be it

Further Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
