A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §24-2H-1, relating to billing practices of public utilities; prohibiting estimated bills.

Be it enacted by the Legislature of West Virginia:


Article 2H. Billing requirements where use is metered.

§24-2H-1. Estimated bills prohibited.

Billing by public utilities must reflect the result of the meter having been read for each customer and the customer billed only for the amount of product consumed during the billing period.  Estimated bills are prohibited.

 

NOTE: The purpose of this bill is to prohibit public utilities from estimating customers’ utility bills.
