The purpose of this bill is to amend the Industrial Hemp Development Act consistent with federal law, providing the Commissioner of Agriculture to issue permits for growing industrial hemp, removing the requirement for background checks for permittees and prohibiting asset forfeiture for growing industrial hemp.
