SENATE JOINT RESOLUTION NO. 4
Celebrating the life of Alvin York Bandy.

WHEREAS, Alvin York Bandy, an admired businessman who ably served his fellow Stafford County residents for more than three decades, first as a member of the school board and then as a member of the Board of Supervisors, died on July 15, 2011; and

WHEREAS, a native of Tennessee, Alvin Bandy moved to Virginia as a teenager and as did other young men of his generation, enlisted in the military as the United States entered World War II; and

WHEREAS, a member of the 15th Cavalry, Alvin Bandy proudly served his country in Germany and continued to play a role in the Commonwealth's and nation's security after the war as a 34-year member of the Virginia Army National Guard, retiring with the rank of major; and

WHEREAS, a valued and hardworking employee of the Naval Weapons Laboratory at Dahlgren, Alvin Bandy also enjoyed entrepreneurial success, opening and operating two bus companies; and

WHEREAS, the Rappahannock Valley Lines and Colonial Transit, which Alvin Bandy formed with one of his brothers, provided essential commuter transit services to local residents; and

WHEREAS, Alvin Bandy also joined with both his brothers to own a stock car, which they took great delight in racing at the old Fredericksburg Fairgrounds track; and

WHEREAS, as a member of the Stafford County School Board from 1960 to 1967 and Stafford County Board of Supervisors from 1971 to 1999, Alvin Bandy provided vital leadership and thoughtful guidance as the county faced burgeoning growth that necessitated wise planning to ensure adequate resources for residents and students; and

WHEREAS, known for his commitment to Stafford County, Alvin Bandy worked cooperatively alongside fellow school board members and supervisors, school administrators, county leaders, and area officials to ensure the efficient and effective operation of local government and schools; and

WHEREAS, Alvin Bandy was deeply touched when the Stafford County Public School division named its new administrative complex in his honor in 2001 in recognition of his distinguished service; and

WHEREAS, an honorary member of the Fredericksburg Rescue Squad, Alvin Bandy generously gave of his time and talents to the Odd Fellows and American Legion Post 290 to assist the organizations in their worthy endeavors and also enjoyed fellowship and worship with his family and neighbors at New Hope United Methodist Church; and

WHEREAS, a devoted family man, Alvin Bandy will be fondly remembered and greatly missed by his wife of 62 years, Eleanor; children, Patricia and Alvin, and their families; his numerous other family members and friends; and the residents of Stafford County; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of an admired public servant and respected citizen of the Commonwealth, Alvin York Bandy; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Alvin York Bandy as an expression of the General Assembly's respect for his memory.
