Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 30-19.1:12 as follows:

§30-19.1:12. Legislation requiring expenditures by localities prohibited.

No bill that would have the effect of requiring any county, city, or town to make an additional net expenditure as specified in §30-19.03, unless funds are provided by the Commonwealth, shall be reported from any committee of the General Assembly unless such bill contains provisions stating (i) that the bill shall not become effective until the Commonwealth fully funds the amount of the net expenditure and (ii) that the bill expires if the Commonwealth ceases to fully fund such amount.
