AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on General Laws and Technology

A BILL related to education and workforce development; development of Virginia Works Portal.

Be it enacted by the General Assembly of Virginia:

1. §1. The Virginia Economic Development Partnership Authority (VEDP) shall develop a strategic plan to create and implement a Virginia Works Portal (the Portal), a one-stop portal to provide students, schools, educational institutions, job seekers, and potential employers access to information regarding education pathways, career opportunities, and workforce development information available from agencies, institutions, and entities around the Commonwealth. The plan shall develop a method to use the Portal to provide (i) information, services, and online resources related to the Training, Education, Employment, and Opportunity Program administered by the Department of Medical Assistance Services; (ii) information about and links to applications for the New Economy Workforce Credential Grant Program established pursuant to Article 4.1 (§23.1-627.1 et seq.) of Chapter 6 of Title 23.1 of the Code of Virginia; (iii) information, services, and online resources related to the Registered Apprenticeship Program administered by the Department of Labor and Industry; and (iv) any other information or links to other state resources identified as being relevant to education, employment, or workforce development. The plan shall also include a recommendation regarding a governance structure to oversee, maintain, and update the Portal to ensure that its services assist in developing an adaptive, agile, and highly trained workforce in the Commonwealth responsive to the needs of employers, employees, job seekers, and students.

§2. The Chief Workforce Development Advisor to the Governor, the Virginia Department of Labor and Industry, the State Council of Higher Education for Virginia, the Department of Education, the Virginia Community College System, and any other agency identified by VEDP shall provide assistance to VEDP in the development of the plan described in §1 of this act.

§3. The Virginia Economic Development Partnership Authority shall submit its plan for the creation and implementation of the Portal to the Governor and the General Assembly no later than December 1, 2020.
