WHEREAS, David Lee Arnold, the Director of Personnel and Training at the Virginia Peninsula Regional Jail, died on July 21, 2012; and WHEREAS, David Arnold graduated with the 1965 class of Newport News High School and then proudly served his country during the Vietnam War in the United States Air Force Reserve as a pararescue jumper; and WHEREAS, a dedicated law-enforcement professional, David Arnold served as a York County patrol officer before transferring to the Virginia Peninsula Regional Jail, where he served the public until his death; and WHEREAS, David Arnold served as a captain at the Virginia Peninsula Regional Jail, where he was responsible for human resources and internal affairs investigations; and WHEREAS, David Arnold was an avid practical shooting competitor, helping start and lead the United States Practical Shooting Association (USPSA); and WHEREAS, under his leadership, the USPSA established more consistent rules and regulations in the sport of practical shooting; and WHEREAS, David Arnold was a student of history and had a passion for understanding the Civil War era of American history; and WHEREAS, David Arnold loved the Shenandoah Valley of the Commonwealth and would often travel there to participate in and help organize competitions involving the use of Civil War era cannons and armaments; and WHEREAS, a visionary leader and public servant, David Arnold leaves behind a committed and loyal following of officers and staff at the Virginia Peninsula Regional Jail and in law-enforcement agencies across the Commonwealth and a legacy of dedicated service to the common good that others may strive to emulate; and WHEREAS, David Arnold will be fondly remembered and greatly missed by his wife, Pam; stepchildren, Laura, Peter, and Jeff, and their families; and numerous other family members and friends; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of an admired public servant, David Lee Arnold; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of David Lee Arnold as an expression of the General Assembly's respect for his memory.
