HOUSE JOINT RESOLUTION NO. 772
Commending J. Manley Garber.

WHEREAS, J. Manley Garber has served for 65 years as a member of the board of directors of the Northern Virginia Electric Cooperative; he is the longest-serving board member of an electric cooperative in the United States; and

WHEREAS, in 1950, Manley Garber was elected to the board of the Prince William Electric Cooperative, and in 1974 he became chair; he continued to serve as chair when, in 1983, the cooperative joined with Tri-County Electric Cooperative to form the Northern Virginia Electric Cooperative (NOVEC), which today is one of the largest electric companies of its kind in the nation; and

WHEREAS, during his tenure as chair of NOVEC, Manley Garber also assumed a regional leadership role, joining the board of the Virginia, Maryland & Delaware Association of Electric Cooperatives; he was chair for two terms and remains on the board, with more than 50 years of service; and

WHEREAS, Manley Garber was a young hog farmer when he joined the Prince William Electric Cooperative shortly after it built an electric line to his farm; since those early days, he has raised turkeys, owned a camper/trailer business, built a mobile home park, and dealt in commercial real estate; and

WHEREAS, Manley Garber, who relinquished the chairmanship of NOVEC in 2008, still serves on NOVEC's board of directors; the association supplies and distributes electricity and energy-related services to more than 154,000 customers in eight Northern Virginia localities; and

WHEREAS, in 1996, the Virginia, Maryland & Delaware Association of Electric Cooperatives honored Manley Garber with the Electric Cooperative Leadership Award for his many contributions as a leader and director of the organization; and

WHEREAS, additionally, NOVEC sponsors college scholarships each year to students in the areas it serves, including the J. Manley Garber Scholarship; it is awarded annually to an outstanding high school senior whose family receives electrical service from NOVEC; and

WHEREAS, Manley Garber has derived great satisfaction from his decades of service with the two electrical cooperatives; he is proud to have helped families and businesses obtain quality electric service at reasonable rates; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend J. Manley Garber for his 65 years of service to the Northern Virginia Electric Cooperative as a member of the board of directors and for being the longest-serving board member of an electric cooperative in the United States; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to J. Manley Garber as an expression of the General Assembly's congratulations and admiration for his leadership of the Northern Virginia Electric Cooperative and for helping to ensure that families and businesses in rural areas of Northern Virginia receive quality electric service at reasonable rates.
