HOUSE JOINT RESOLUTION NO. 428
Commending Jack E. Harcourt.

Agreed to by the House of Delegates, March 10, 2010
Agreed to by the Senate, March 12, 2010

WHEREAS, Jack E. Harcourt, the renowned wrestling coach from Ocean Lakes High School in Virginia Beach, will be inducted into the National Wrestling Hall of Fame on April 17, 2010; and

WHEREAS, Jack Harcourt began his outstanding coaching career in 1979 at Princess Anne Junior High School, where he coached for five years before moving to Great Neck Middle School; and

WHEREAS, in 1983 Coach Harcourt started USA Wrestling-Virginia to help promote and develop Freestyle and Greco-Roman wrestling in the Commonwealth and represented Virginia as a Freestyle/Greco-Roman official at the Junior Nationals from 1982 to 1992; and

WHEREAS, in 1989 Coach Harcourt moved to Green Run High School, where he coached the Stallions to a district championship, led the team to the Virginia State Dual Championships two years in a row, and coached his first state champion; and

WHEREAS, in 1994 Ocean Lakes High School opened with Coach Harcourt coaching the school's first wrestling team; he was instrumental in developing "the Dolphin Way" wrestling tradition of integrity, class, commitment, and hard work; and

WHEREAS, after the inaugural season, the Ocean Lakes High School wrestling team posted an unbroken string of winning seasons and produced several Beach District champions, regional champions, and two state champions; and

WHEREAS, Coach Harcourt has received numerous accolades and honors throughout his career including the 1985 Hampton Roads Area Coach of the Year, 1987 USA Wrestling State Chairman of the Year, and 1991 Virginia Beach Sports Club Coach of the Year; and

WHEREAS, known for his enthusiasm for and commitment to wrestling and his players, Coach Harcourt has positively influenced thousands of young men over the years and has been instrumental in the development of high school wrestling in the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Jack E. Harcourt on his induction into the National Wrestling Hall of Fame; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jack E. Harcourt as an expression of the General Assembly's congratulations and admiration for his many accomplishments and contributions to high school wrestling in the Commonwealth.
