WHEREAS, Senior Airman Kostiantyn Khymchenko, USAF, stationed at Joint Base Langley-Eustis, was selected as one of the 2023 Outstanding Airmen of the Year by the United States Air Force; and
WHEREAS, originally from Konotop, Ukraine, Kostiantyn Khymchenko enlisted in the United States Air Force only eight months after moving to the United States with his family in June 2019; and
WHEREAS, Kostiantyn Khymchenko currently serves as a heating, ventilation, air conditioning journeyman with the 633rd Civil Engineer Squadron at Joint Base Langley-Eustis, where he was named Wing Airman of the Quarter for the second quarter of 2022 for his leadership with 12 engineers to complete 742 jobs and respond to 36 emergencies, including the protection of a $10 million server farm; and
WHEREAS, Kostiantyn Khymchenko previously deployed to Germany with the United States Air Force's Grey Wolf Team, which advises the Ukrainian Air Force; as a native Ukrainian speaker, he translated tactical maps and transmissions, led eight translators in 50 multinational teleconferences, and advised general officers on partner-nation air defense; and
WHEREAS, Kostiantyn Khymchenko received the prestigious Outstanding Airmen of the Year award at a formal ceremony in September 2023 in National Harbor, Maryland; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Senior Airman Kostiantyn Khymchenko, USAF, on the occasion of his selection as one of the 2023 Outstanding Airmen of the Year; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Senior Airman Kostiantyn Khymchenko, USAF, as an expression of the General Assembly's admiration for his service to the Commonwealth and the United States.
