Be it enacted by the General Assembly of Virginia:

1. §1. The Commonwealth Transportation Board (the Board), with the assistance of the Virginia Department of Transportation, shall, within 60 days of the effective date of this act or of receiving federal guidance, whichever is later, (i) develop a statewide plan for the allocation of funds made available to the Commonwealth through the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) grant program established pursuant to the Infrastructure Investment and Jobs Act, P.L. 117-58, and (ii) identify projects that can be funded with competitive grants through the PROTECT grant program and develop a plan for submitting competitive applications. The Board shall conduct a risk-based assessment of all vulnerabilities of transportation assets and systems in the Commonwealth to current and future weather events and natural disasters, such as severe storms, flooding, drought, levee and dam failures, wildfire, rockslides, mudslides, sea level rise, earthquakes, and extreme weather, including extreme temperatures. Such assessment may use existing data or involve the collection of new data, as time permits. The statewide plan and projects identified for competitive grants shall consider the results of such assessment.
