Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1.1 of Chapter 1 of Title 33.1 a section numbered 33.1-23.5:5 as follows:

§33.1-23.5:5. Commonwealth funding of transportation projects.

All funds expended by the Commonwealth on transportation projects shall be for (i) projects that are expected to provide congestion reduction or (ii) projects that increase safety for travelers upon highways.
