A BILL to place a three-year moratorium on installation of synthetic turf that contains recycled crumb rubber from waste tires at schools and recreational parks.

Be it enacted by the General Assembly of Virginia:

1. §1. That no public or private elementary or secondary school, public or private preschool, or local governing body shall install or contract for the installation of a new field or playground surface made from synthetic turf that contains recycled crumb rubber from waste tires within the boundaries of a public or private elementary or secondary school, public or private preschool, or recreational park.

2. That the Virginia Department of Health, in coordination with the Virginia Department of Conservation and Recreation and the Virginia Department of Education, shall analyze the potential adverse health effects of synthetic turf that contains recycled crumb rubber from waste tires and submit a report containing the findings of such analysis to the General Assembly no later than July 1, 2019.

3. That the provisions of this act shall not apply to any installation commenced or contract entered into prior to July 1, 2018.

4. That the provisions of this act shall expire on July 1, 2021.
