Be it enacted by the General Assembly of Virginia:

1. §1. That the Board of Directors and Chief Executive Officer of the Virginia Economic Development Partnership Authority (the Authority) shall develop a marketing plan for industrial hemp that shall include (i) identification of the Authority's specific and measurable marketing goals and the timetable to achieve such goals, (ii) identification of specific marketing activities, and (iii) the development of quantifiable metrics and performance measures for attaining each such goal.

2. That the Virginia Economic Development Partnership Authority shall report by November 30, 2020, to the Chairmen of the House Committee on Agriculture, Chesapeake and Natural Resources and the Senate Committee on Agriculture, Conservation and Natural Resources on its marketing plan and its progress toward meeting the goals and objectives stated in the marketing plan required pursuant to the first enactment of this act.
