Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-98.3 as follows:

§22.1-98.3. Policy; additional funding for certain school boards.

It is the policy of the Commonwealth that school boards that struggle to attract and retain qualified instructional and support personnel in the school division shall receive, to the extent practicable, funds for instructional and support personnel in addition to those state funds that the school board receives for public school purposes pursuant to §22.1-88.
