Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-806.1 as follows:

§2.2-806.1. Deposit of fines and fees to localities.

The State Comptroller shall promptly transmit all fees and fines for violation of county, city, or town ordinances that are not required by law to be recovered by the State Comptroller to the treasury of the county, city, or town whose ordinance was violated no later than 60 days after such fines and fees have been collected from the district courts. The transmittal of funds shall be accompanied by an accounting of all local fees and fines collected by the district courts and the dates on which the local fees and fines were collected.
