HOUSE BILL NO. 1529 Offered January 9, 2020 A BILL to amend the Code of Virginia by adding a section numbered 23.1-1304.1, relating to public institutions of higher education; documentation of donations, gifts, and similar financial support. ---------- Patron-- Bulova ---------- Committee Referral Pending ----------

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-1304.1 as follows:

§23.1-1304.1. Governing boards; additional duties; documentation of donations, gifts, and similar financial support.

Notwithstanding any other provision of law to the contrary, when a public institution of higher education accepts a donation, gift, or similar financial support that is conditioned upon the acceptance of certain terms and conditions by the public institution of higher education, the public institution of higher education shall provide the donor with a written document acknowledging the public institution of higher education's acceptance of such terms and conditions. The public institution of higher education shall retain a copy of such document, and such document shall be subject to the provisions of the Virginia Freedom of Information Act (§2.2-3700 et seq.).
