Be it enacted by the General Assembly of Virginia:

1. §1. The Department of Environmental Quality (the Department) shall study the statutory and regulatory changes necessary to fully integrate and consolidate, in accordance with the principles expressed in Chapters 785 and 819 of the Acts of Assembly of 2012, Chapters 756 and 793 of the Acts of Assembly of 2013, and Chapters 68 and 758 of the Acts of Assembly of 2016, (i) the Erosion and Sediment Control Law (§62.1-44.15:51 et seq. of the Code of Virginia), (ii) the Stormwater Management Act (§62.1-44.15:24 et seq. of the Code of Virginia), and (iii) the Chesapeake Bay Preservation Act (§62.1-44.15:67 et seq. of the Code of Virginia). The Department shall report the results of its study to the Governor and the Chairmen of the House Committee on Agriculture, Chesapeake and Natural Resources and the Senate Committee on Agriculture, Conservation and Natural Resources by December 1, 2020.
