Be it enacted by the General Assembly of Virginia:

1. §1. The Department of Transportation shall immediately commence a transportation project to add an additional lane of travel to that portion of Interstate 95 between Exit 126 in Spotsylvania County and Interstate 495 in both the north-bound and south-bound directions. Such project shall be funded from existing appropriations to the Commonwealth Transportation Board and shall not be subject to the prioritization process established pursuant to § 33.2-214.1 of the Code of Virginia.
