Golf carts and utility vehicles; County of Westmoreland. Authorizes the governing body of the County of Westmoreland to, by ordinance, authorize a golf cart or utility vehicle to be operated on a designated public highway where the posted speed limit is 40 miles per hour or less and the annual average daily traffic volume is less than 1,000 vehicles per day.
