Administrative Process Act; formal hearings; proceedings held by telephone. Requires officers presiding over formal proceedings that are held by telephone and governed by the Administrative Process Act, or a person designated by such officer, to make one additional attempt at contact if contact is not made with a party to the hearing on the first attempt prior to commencing the hearing.
