Summary
Condemns the ongoing violence and the systematic human rights violations carried out by Syrian government forces under President Bashar al-Assad's direction, as well as abuses committed by opposition forces. Supports the people of Syria seeking peaceful democratic change. Calls on the United Nations Security Council, based on evidence that war crimes and crimes against humanity have been perpetrated in Syria, to refer the situation to the International Criminal Court.
