Summary
Directs the Department of the Interior to issue long-term leases on Bureau of Land Management-administered lands deemed suitable for companies that relocate production facilities from China to the United States. Interior may enter into such a lease only after the Department of Commerce has certified that the production facility to be located on the leased land will replace a production facility of the same size and type located in China. Each lease shall be made for a 99-year term. The rental fee for leases issued under this bill shall be set for $1 per acre per year.

To require the Secretary of the Interior to issue long-term leases on Federal lands under the administrative jurisdiction of the Bureau of Land Management to companies that relocate production facilities from the People's Republic of China to the United States, and for other purposes.
