Summary
Back to Basics Job Creation Act of 2015 This bill amends title XX (Block Grants to State for Social Services) of the Social Security Act to require the Department of Health and Human Services to make grants to eligible entities to assist low-income individuals and individuals who have been unemployed for at least three months in developing self-employment opportunities.
