SENATE RESOLUTION NO. 962
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Martha Blaine, who retired on June 30, 2016, after more
  than two decades of outstanding service as executive director of
  the Community Council of Greater Dallas; and
         WHEREAS, Martha Blaine joined the Community Council of
  Greater Dallas in the autumn of 1994, at a time when the
  organization was facing severe budget shortfalls and doubts about
  its ability to remain viable; under her exemplary leadership, the
  council rebounded and by 2015 was reporting annual revenues of more
  than $10 million; and
         WHEREAS, During her tenure, Martha demonstrated an ability
  to identify gaps in community services in the Dallas area, and she
  collaborated with others in the community in finding the funding
  necessary to establish those services; she was instrumental in
  facilitating the coalition that raised the rate of fully immunized
  infants from 33 percent to 76 percent and in nurturing the growth of
  the Dallas Area Services to the Homeless; and
         WHEREAS, She played a vital role in the founding of the
  Dallas County Coalition to Prevent Childhood Obesity and the
  Community Transportation Coalition; she was an early proponent
  of 2-1-1 Texas, a statewide information and referral system, and
  she led efforts to increase the number of Texans receiving health
  insurance through such programs as Medicare, Medicaid, and the
  health insurance marketplace; and
         WHEREAS, An exemplary administrator and public servant,
  she was respected and admired by her colleagues and the public
  alike, and it is truly fitting that she receive special
  recognition for her achievements as executive director of the
  Community Council of Greater Dallas; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 85th
  Legislature, hereby commend Martha Blaine on her many
  contributions to her community and our state and extend to her
  best wishes for continued success in all her endeavors; and, be
  it further
         RESOLVED, That a copy of this Resolution be prepared for
  her as an expression of high regard from the Texas Senate.
