WHEREAS, The Senate of the State of Texas is pleased to | ||
recognize Martha Blaine, who retired on June 30, 2016, after more | ||
than two decades of outstanding service as executive director of | ||
the Community Council of Greater Dallas; and | ||
WHEREAS, Martha Blaine joined the Community Council of | ||
Greater Dallas in the autumn of 1994, at a time when the | ||
organization was facing severe budget shortfalls and doubts about | ||
its ability to remain viable; under her exemplary leadership, the | ||
council rebounded and by 2015 was reporting annual revenues of more | ||
than $10 million; and | ||
WHEREAS, During her tenure, Martha demonstrated an ability | ||
to identify gaps in community services in the Dallas area, and she | ||
collaborated with others in the community in finding the funding | ||
necessary to establish those services; she was instrumental in | ||
facilitating the coalition that raised the rate of fully immunized | ||
infants from 33 percent to 76 percent and in nurturing the growth of | ||
the Dallas Area Services to the Homeless; and | ||
WHEREAS, She played a vital role in the founding of the | ||
Dallas County Coalition to Prevent Childhood Obesity and the | ||
Community Transportation Coalition; she was an early proponent | ||
of 2-1-1 Texas, a statewide information and referral system, and | ||
she led efforts to increase the number of Texans receiving health | ||
insurance through such programs as Medicare, Medicaid, and the | ||
health insurance marketplace; and | ||
WHEREAS, An exemplary administrator and public servant, | ||
she was respected and admired by her colleagues and the public | ||
alike, and it is truly fitting that she receive special | ||
recognition for her achievements as executive director of the | ||
Community Council of Greater Dallas; now, therefore, be it | ||
RESOLVED, That the Senate of the State of Texas, 85th | ||
Legislature, hereby commend Martha Blaine on her many | ||
contributions to her community and our state and extend to her | ||
best wishes for continued success in all her endeavors; and, be | ||
it further | ||
RESOLVED, That a copy of this Resolution be prepared for | ||
her as an expression of high regard from the Texas Senate. | ||
