BE IT RESOLVED by the Senate of the State of Texas, 86th | ||
Legislature, Regular Session, 2019, That Senate Rule 12.03 be | ||
suspended in part as provided by Senate Rule 12.08 to enable the | ||
conference committee appointed to resolve the differences on | ||
House Bill 3745 (the Texas emissions reduction plan fund and | ||
account) to consider and take action on the following matter: | ||
Senate Rule 12.03(1) is suspended to permit the committee | ||
to amend text not in disagreement in proposed SECTION 1.07 of the | ||
bill, in amended Section 386.252(a)(9), Health and Safety Code, | ||
to read as follows: | ||
(9) at least $6 million but not more than $16 [ |

administrative costs, including all direct and indirect costs | ||
for administering the plan, costs for conducting outreach and | ||
education activities, and costs attributable to the review or | ||
approval of applications for marketable emissions reduction | ||
credits; | ||
Explanation: The change is necessary to ensure that | ||
sufficient funds are available to the Texas Commission on | ||
Environmental Quality for costs associated with the | ||
administration of the Texas emissions reduction plan. | ||
