WHEREAS, Allan Cain of Carthage is retiring as a member of | ||
the Texas Commission on Jail Standards on May 4, 2017, concluding | ||
six years of distinguished service to that body; and | ||
WHEREAS, Mr. Cain was appointed to the commission by | ||
Governor Rick Perry in March 2011, and throughout his tenure, he | ||
played a vital role in advancing the agency's mission of | ||
establishing standards for the care and treatment of prisoners | ||
and for the construction, maintenance, and operation of county | ||
and municipal jails; and | ||
WHEREAS, A veteran of the United States Marine Corps and an | ||
alumnus of Sam Houston State University, where he earned a degree | ||
in criminal justice in 1973, Mr. Cain has compiled a notable | ||
record of public service; he formerly served as an officer with | ||
the Longview Police Department, and from 1991 to 2002, he held | ||
the post of Veterans Service Officer for Panola County; before | ||
joining the Texas Commission on Jail Standards, he served from | ||
2005 to 2009 on the Texas Commission on Law Enforcement Standards | ||
and Education; in addition, he has benefited his fellow citizens | ||
as a member of the board and as an ambassador of the Panola County | ||
Chamber of Commerce, as a volunteer coordinator for Mike Barber | ||
Ministries, and as a member of such organizations as the Carthage | ||
Lions Club, American Legion, and Veterans of Foreign Wars; and | ||
WHEREAS, Allan Cain has served the State of Texas with great | ||
skill and dedication, and he may take justifiable pride in his | ||
many accomplishments as he embarks on the next exciting chapter | ||
of his life; now, therefore, be it | ||
RESOLVED, That the Senate of the State of Texas, 85th | ||
Legislature, hereby commend Allan Cain for his service as a | ||
member of the Texas Commission on Jail Standards and extend to | ||
him sincere best wishes for the future; and, be it further | ||
RESOLVED, That a copy of this Resolution be prepared for | ||
Mr. Cain as an expression of high regard from the Texas Senate. | ||
