SENATE RESOLUTION NO. 734
         WHEREAS, Allan Cain of Carthage is retiring as a member of
  the Texas Commission on Jail Standards on May 4, 2017, concluding
  six years of distinguished service to that body; and
         WHEREAS, Mr. Cain was appointed to the commission by
  Governor Rick Perry in March 2011, and throughout his tenure, he
  played a vital role in advancing the agency's mission of
  establishing standards for the care and treatment of prisoners
  and for the construction, maintenance, and operation of county
  and municipal jails; and
         WHEREAS, A veteran of the United States Marine Corps and an
  alumnus of Sam Houston State University, where he earned a degree
  in criminal justice in 1973, Mr. Cain has compiled a notable
  record of public service; he formerly served as an officer with
  the Longview Police Department, and from 1991 to 2002, he held
  the post of Veterans Service Officer for Panola County; before
  joining the Texas Commission on Jail Standards, he served from
  2005 to 2009 on the Texas Commission on Law Enforcement Standards
  and Education; in addition, he has benefited his fellow citizens
  as a member of the board and as an ambassador of the Panola County
  Chamber of Commerce, as a volunteer coordinator for Mike Barber
  Ministries, and as a member of such organizations as the Carthage
  Lions Club, American Legion, and Veterans of Foreign Wars; and
         WHEREAS, Allan Cain has served the State of Texas with great
  skill and dedication, and he may take justifiable pride in his
  many accomplishments as he embarks on the next exciting chapter
  of his life; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 85th
  Legislature, hereby commend Allan Cain for his service as a
  member of the Texas Commission on Jail Standards and extend to
  him sincere best wishes for the future; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  Mr. Cain as an expression of high regard from the Texas Senate.
