SENATE RESOLUTION NO. 3
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize John Hrncir, who is retiring after three decades of
  exceptional service with the City of Austin; and
 
         WHEREAS, John Hrncir entered into service with the city in
  1985, after having worked with the Lower Colorado River Authority;
  he became the city's government relations officer in 1992; and
 
         WHEREAS, During his tenure as government relations
  officer, he has played a vital role in working with members of the
  Texas Legislature to ensure that Austin's interests receive a
  fair hearing; since 1992, more than 90 percent of the outcomes on
  key bills in the legislature relating to Austin have been
  positive for the city; and
 
         WHEREAS, As leader of the city's lobby team, he helped the
  city to secure more than $35 million in federal funding, including
  $11 million from the United States Army Corps of Engineers to
  purchase flood-damaged property along Onion Creek; and
 
         WHEREAS, An exemplary public servant, he is respected and
  admired by his colleagues, and his presence with the City of
  Austin will be greatly missed; now, therefore, be it
 
         RESOLVED, That the Senate of the State of Texas, 84th
  Legislature, hereby commend John Hrncir on his exceptional
  service to the people of Austin as the city's government
  relations officer and extend to him best wishes for continued
  success in all his endeavors; and, be it further
 
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
