A JOINT RESOLUTION
  proposing a constitutional amendment to constitutionally dedicate
  certain revenue directed to the state highway fund for the purposes
  of acquiring, constructing, and maintaining public roadways.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article VIII, Texas Constitution, is amended by
  adding Section 7-e to read as follows:
         Sec. 7-e.  All revenue received from fees for permits for
  oversize or overweight vehicles that general law directs to the
  state highway fund may be used only to acquire, construct, and
  maintain public roadways.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 2, 2021.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to constitutionally
  dedicate certain revenue directed to the state highway fund for the
  purposes of acquiring, constructing, and maintaining public
  roadways."
