A JOINT RESOLUTION
  proposing a constitutional amendment authorizing an appropriation
  from the economic stabilization fund for the Foundation School
  Program.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 49-g, Article III, Texas Constitution,
  is amended by adding Subsection (p) to read as follows:
         (p)  Notwithstanding any other provision of this section,
  the legislature may, by a majority vote of the members present in
  each house, appropriate from the economic stabilization fund not
  more than $2,000,000,000 to the Texas Education Agency for the
  Foundation School Program under Chapter 42, Education Code, for the
  state fiscal year beginning September 1, 2012. An appropriation
  made by the 82nd Legislature in anticipation of this subsection
  becoming law is not void due to the appropriation's anticipatory
  character.  This subsection expires September 1, 2013.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing an
  appropriation from the economic stabilization fund for the
  Foundation School Program."
