A JOINT RESOLUTION
  proposing a constitutional amendment to establish the Alamo
  preservation fund and make a one-time transfer of money from the
  economic stabilization fund to the Alamo preservation fund.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 49-q to read as follows:
         Sec. 49-q.  ALAMO PRESERVATION FUND. (a) The Alamo
  preservation fund is a special fund in the state treasury outside
  the general revenue fund.  The comptroller shall credit to the Alamo
  preservation fund the interest on and other earnings of the fund.
  The legislature may appropriate money for deposit to the Alamo
  preservation fund and by general law may provide for money or other
  property to be deposited to the fund.
         (b)  Money may be spent from the fund, without the necessity
  of legislative appropriation, as provided by general law and only
  for the restoration, preservation, maintenance, operation, and
  development of the Alamo and its surrounding property.
         SECTION 2.  The following temporary provision is added to
  the Texas Constitution:
         TEMPORARY PROVISION.  (a) This temporary provision applies
  to the constitutional amendment proposed by the 84th Legislature,
  Regular Session, 2015, to establish the Alamo preservation fund and
  make a one-time transfer of money from the economic stabilization
  fund to the Alamo preservation fund.
         (b)  On January 1, 2016, the comptroller of public accounts
  shall transfer $250 million from the economic stabilization fund
  established under Section 49-g, Article III, Texas Constitution, to
  the Alamo preservation fund established under Section 49-q, Article
  III, Texas Constitution.
         (c)  This temporary provision expires December 1, 2017.
         SECTION 3.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2015.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment to establish the Alamo
  preservation fund and make a one-time transfer of money from the
  economic stabilization fund to the Alamo preservation fund."
