A BILL TO BE ENTITLED
 
AN ACT
  relating to reporting on and the enforcement of the use of
  E-cigarettes on school campuses
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 38.006, Education Code, is amended by
  adding subsection (c) and (d) to read as follows:
         (c)  By November first of every even numbered year, the Texas
  Education Agency shall provide a report to the legislature on the
  use of E-cigarettes on school property. 
               (1)  The report shall include:
                           (i)  a compilation of reports provided by
  each independent school district on their policies on
  the use of E-cigarettes, complaints raised on
  instances of violations of their polices, and actual
  violations of their policies; and 
                           (ii)  the number of reports to the Texas
  Education Agency on violations of school policies on
  the use of E-cigarettes. 
        (d)  The Texas Education Agency shall investigate any
  complaints brought to the agency regarding instances of violations
  of school policy on the use of E-cigarettes.
         SECTION 2.  This Act takes effect September 1, 2019.
