A BILL TO BE ENTITLED
 
AN ACT
  relating to the procedure for making any change from any voting
  standard, practice, or procedure authorized by the Election Code.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 1, Election Code, is amended by adding
  Section 1.022 to read as follows:
         Sec. 1.022.  ALTERATIONS TO VOTING STANDARD, PRACTICE, OR
  PROCEDURE. An election official of the state or of a political
  subdivision may not create, alter or suspend any voting standard,
  practice, or procedure in a manner not expressly authorized by the
  this code.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021 and applies to any election held
  after that date.
