relating to the award of grants from the skills development fund. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 303.003, Labor Code, is amended by | ||
adding Subsection (b-4) to read as follows: | ||
(b-4) In collaboration with the council, the commission | ||
shall develop a tool for comparing the estimated cost of a proposed | ||
job-training initiative to the projected increase in wages | ||
attributable to the initiative. The commission shall identify a | ||
minimum eligibility ratio of cost to increased wages and may not | ||
award money from the skills development fund for a job-training | ||
initiative unless the cost to increased wages ratio for the | ||
initiative, as determined using the comparison tool developed under | ||
this subsection, meets or exceeds the minimum eligibility ratio. | ||
SECTION 2. This Act takes effect September 1, 2019. |
