A BILL TO BE ENTITLED
 
AN ACT
  relating to the precedence of election contests in district and
  appellate courts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 231.009, Election Code, is amended to
  read as follows:
         Sec. 231.009.  PRECEDENCE OF ELECTION CONTEST [ON APPEAL].
  An election contest has precedence in the district and appellate
  courts and shall be disposed of as expeditiously as practicable. A
  court must to the extent reasonably possible ensure that the action
  is brought to final disposition before the expiration of the term of
  the contested office.
         SECTION 2.  The change in law made by this Act applies only
  to an election contest filed on or after the effective date of this
  Act. An election contest filed before the effective date of this Act
  is governed by the law as it existed immediately before the
  effective date of this Act, and that law is continued in effect for
  that purpose.
         SECTION 3.  This Act takes effect September 1, 2019.
