R E S O L U T I O N
 
         WHEREAS, The year 2011 marks the 100th anniversary of the
  Eighth Court of Appeals in El Paso County; and
         WHEREAS, The court was created by the legislature in 1911,
  and on June 14 of that year Chief Justice W. M. Peticolas, Justice
  J. F. McKenzie, and Justice E. F. Higgins took their oaths of
  office; and
         WHEREAS, One of 14 courts of appeals districts in Texas, the
  Eighth Court of Appeals has appellate jurisdiction of both civil
  and criminal cases appealed from district and county courts in 17
  counties, including Andrews, Brewster, Crane, Crockett, Culberson,
  El Paso, Hudspeth, Jeff Davis, Loving, Pecos, Presidio, Reagan,
  Reeves, Terrell, Upton, Ward, and Winkler; and
         WHEREAS, The Eighth Court of Appeals plays a vital role in
  West Texas and in the justice system of the Lone Star State as a
  whole, and it is indeed fitting to recognize the institution on the
  occasion of its centennial year; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature, 1st Called Session, hereby commemorate the 100th
  anniversary of the Eighth Court of Appeals and pay tribute to its
  notable history.
