WHEREAS, Carlos González Gutiérrez is stepping down as the | ||
consul general of Mexico in Austin in 2019, drawing to a close four | ||
years of service in that office; and | ||
WHEREAS, One of 11 Mexican consulates in Texas, the consulate | ||
in Austin provides consular and protection services to Mexican | ||
citizens in 23 Texas counties, and the consul general collaborates | ||
with the state and local governments in Texas on trade, security, | ||
immigration, and environmental issues, among many others; and | ||
WHEREAS, Carlos González Gutiérrez became consul general in | ||
Austin in 2015, and during his tenure, he has been involved in a | ||
wide variety of issues of mutual interest to Texas and Mexico; under | ||
his leadership, the consulate's office has moved to spacious new | ||
quarters in southeast Austin, and he helped launch Casa México, | ||
which spotlights Mexican culture and innovation during the annual | ||
South by Southwest conference; and | ||
WHEREAS, This distinguished diplomat previously served as | ||
consul general in Sacramento from 2009 to 2015, and he is returning | ||
to California to become consul general in San Diego; a member of the | ||
Mexican Foreign Service since 1987, his other positions have | ||
included consul of community affairs at the consulate general in | ||
Los Angeles, director of community affairs of the Program for | ||
Mexican Communities Abroad, counselor for Latino Affairs at the | ||
Mexican Embassy, and executive director of the Institute of | ||
Mexicans Abroad; and | ||
WHEREAS, Consul General González Gutiérrez holds a degree in | ||
international relations from El Colegio de México as well as a | ||
master's degree in international relations from the University of | ||
Southern California, and he has published several articles about | ||
Mexico's relations with Mexican-born residents of the United | ||
States; in all his endeavors, he benefits from the love and support | ||
of his wife, Alina Flores, and his two daughters, Marina and Camila; | ||
and | ||
WHEREAS, Through his knowledge, experience, and steadfast | ||
dedication, Carlos González Gutiérrez has helped to strengthen the | ||
historic ties between Mexico and the Lone Star State, and in so | ||
doing, he has earned the admiration and appreciation of countless | ||
Texans; now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 86th Texas | ||
Legislature hereby commend Carlos González Gutiérrez for his | ||
service as consul general of Mexico in Austin and extend to him | ||
sincere best wishes for continued success in his important work; | ||
and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for Consul General González Gutiérrez as an expression of | ||
high regard by the Texas House of Representatives. | ||
