R E S O L U T I O N
         WHEREAS, A full and generous life drew to a close with the
  passing of Emma Ruth Turner of Dallas on February 21, 2021, at the
  age of 89; and
         WHEREAS, The daughter of Royce Kimble and Lillie Hines, Emma
  Turner was born in Waco on December 29, 1931; she was joined in
  matrimony to Bradford Turner, and she became the proud mother of two
  children, Reginald and Marsha; and
         WHEREAS, Mrs. Turner enjoyed a successful career with the
  City of Dallas Health Department for nearly three and a half
  decades, as well as at Parkland Memorial Hospital for several
  years; and
         WHEREAS, Active in her community, Mrs. Turner was a valued
  member of the Washington-Lincoln Alumni Association of Dallas and
  the National Council of Negro Women, and she worked tirelessly on a
  wide range of projects in the West Dallas community; and
         WHEREAS, Those fortunate enough to have known Emma Turner
  will remember the way she touched their lives with her optimism,
  compassion, and dedication to helping others, and she will forever
  hold a treasured place in their hearts; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature hereby pay tribute to the life of Emma Ruth Turner and
  extend sincere condolences to all who mourn her passing; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for her family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Emma
  Turner.
