R E S O L U T I O N
|
|
|
WHEREAS, James F. Scherr of El Paso celebrated his 60th |
|
birthday on February 23, 2013, and this occasion provides a welcome |
|
opportunity to remind him of the esteem in which he is held by all |
|
who know him; and |
|
WHEREAS, The son of Henry and Etta Mae Scherr, Jim Scherr was |
|
born in El Paso in 1953 and earned a bachelor's degree from The |
|
University of Texas at Austin and a law degree from the University |
|
of Houston, where he was a member of the honor fraternity Order of |
|
the Barons; over the course of a highly distinguished career, he has |
|
enjoyed outstanding professional success while contributing |
|
immeasurably to the well-being of the El Paso community; and |
|
WHEREAS, Mr. Scherr currently serves as president of the law |
|
firm Scherr Legate and as chief executive officer of a number of |
|
real estate companies; actively involved in real estate projects of |
|
every type, in 2009 he developed the DoubleTree by Hilton Hotel El |
|
Paso Downtown, the first high-rise constructed in the city in more |
|
than 30 years; the hotel incorporated a trend-setting design that |
|
has been adopted by DoubleTree for use in other locations, and |
|
Mr. Scherr's success has drawn offers to develop hotels in other |
|
cities; his loyalty, though, remains firmly fixed on his hometown, |
|
where he has also built office buildings, warehouses, residential |
|
housing, and one of the largest U.S. Citizenship and Immigration |
|
Services facilities along the United States-Mexico border; and |
|
WHEREAS, Possessed of a wide array of business talents, |
|
Mr. Scherr established in the late 1970s an import and export |
|
clothing manufacturer that became one of America's top distributors |
|
of fur coats, and the U.S. State Department later relied on his |
|
expertise to help open the trade for outerwear with countries in |
|
East Asia; and |
|
WHEREAS, Strongly committed to the cause of energy |
|
conservation, Jim Scherr served as vice chair of the |
|
U.S. Department of Energy Committee on Energy Efficiency and was a |
|
board member of the local DOE advisory committee; he has chaired the |
|
Texas Energy Conservation Committee and served as president of the |
|
Texas Municipal Energy Conservation League, and he received a |
|
presidential citation from Jimmy Carter for his dedicated work in |
|
this area of public policy; and |
|
WHEREAS, A third-generation El Pasoan, whose love for his |
|
city and devotion to community service led to his becoming one of |
|
the youngest members ever elected to the El Paso City Council, |
|
Mr. Scherr served three terms in that body and at one time held the |
|
title of mayor pro tem; he is a former director of the West Texas |
|
Council of Governments and a former chairman of the local Multiple |
|
Sclerosis Society, and numerous social, political, and charitable |
|
boards have benefited from his participation; in 1979, the |
|
U.S. Jaycees named him Outstanding Young Man of America; and |
|
WHEREAS, In all his endeavors, Mr. Scherr enjoys the support |
|
of his wife, Elma Carreto, his children, Rhaelynne, Maxey, and |
|
Whitney, and his son-in-law, Eric Frank; his fine family also |
|
includes grandchildren Tryston Obevoen and Kaira, Khian, and Kasen |
|
Frank; and |
|
WHEREAS, Respected and admired by all who are privileged to |
|
know him, Jim Scherr may reflect with deep satisfaction on a |
|
lifetime of achievement, and it is a privilege to join in honoring |
|
him on six decades of life well lived; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 83rd Texas |
|
Legislature hereby congratulate James F. Scherr on his 60th |
|
birthday and extend to him sincere best wishes for continued |
|
happiness; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for Mr. Scherr as an expression of high regard by the Texas |
|
House of Representatives. |
