A JOINT RESOLUTION
  proposing a constitutional amendment authorizing the legislature
  to provide for the refund of ad valorem taxes imposed on property
  leased to a religious organization for use as an actual place of
  religious worship.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article III, Texas Constitution, is amended by
  adding Section 52l to read as follows:
         Sec. 52l.  The legislature by general law may provide that a
  religious organization that leases property for use as an actual
  place of religious worship is entitled to a refund from each
  political subdivision that taxes the property of the ad valorem
  taxes imposed on the property by that political subdivision and
  collected from the owner of the property.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2017.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment authorizing the
  legislature to provide for the refund of ad valorem taxes imposed on
  property leased to a religious organization for use as an actual
  place of religious worship."
