A JOINT RESOLUTION
  proposing a constitutional amendment abolishing school district
  maintenance and operations ad valorem taxes.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article VIII, Texas Constitution, is amended by
  adding Section 1-e-1 to read as follows:
         Sec. 1-e-1. Notwithstanding any other law, beginning on
  January 1, 2021, a political subdivision of this state may not levy
  an ad valorem tax for the purpose of maintaining an efficient system
  of public free schools.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 6, 2018.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to abolish school
  district maintenance and operations ad valorem taxes beginning on
  January 1, 2021, in order that the legislature may enact a fairer
  system of fully funding public education."
