| WHEREAS, Landfills can present severe problems to their | ||
| neighbors if not properly inspected and regulated; and | ||
| WHEREAS, Texas residents and businesses located near | ||
| municipal solid waste facilities have lodged numerous complaints | ||
| regarding a variety of negative impacts, including long-term | ||
| noxious odors, poor air quality, and leakage of household hazardous | ||
| wastes into groundwater; current oversight and permitting does not | ||
| appear to be adequate and is in need of review; now, therefore, be | ||
| it | ||
| RESOLVED, That the 85th Legislature of the State of Texas, | ||
| 1st Called Session, hereby direct the Texas Commission on | ||
| Environmental Quality to conduct an assessment of the safety and | ||
| regulation of municipal solid waste facilities, including the | ||
| permit application and approval process, restrictions regarding | ||
| location, inspections, enforcement of regulations, and any other | ||
| matters the commission deems appropriate; and, be it further | ||
| RESOLVED, That the commission submit a detailed written | ||
| report, including findings and recommendations, to each standing | ||
| committee of the legislature with primary jurisdiction over | ||
| environmental regulation not later than December 1, 2018. | ||
