relating to a study on reducing the level at which the air | ||
temperature in facilities operated by the Texas Department of | ||
Criminal Justice is regulated. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter A, Chapter 501, Government Code, is | ||
amended by adding Section 501.026 to read as follows: | ||
Sec. 501.026. STUDY ON REDUCING AIR TEMPERATURE IN | ||
FACILITIES OPERATED BY DEPARTMENT. (a) The department shall | ||
contract with a qualified independent vendor to conduct a study on | ||
reducing the air temperature in facilities operated by the | ||
department. The study must: | ||
(1) identify the most cost-effective measures to | ||
reduce the air temperature; | ||
(2) estimate the costs to the department of | ||
implementing those measures; and | ||
(3) estimate the amount of time necessary to implement | ||
those measures. | ||
(b) Not later than August 31, 2020, the department shall | ||
prepare and submit to the governor, the lieutenant governor, the | ||
speaker of the house of representatives, and each standing | ||
committee of the legislature having primary jurisdiction over the | ||
department a written report that summarizes the results of the | ||
study conducted under this section. | ||
(c) This section expires January 1, 2021. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2019. |
