A BILL TO BE ENTITLED
 
AN ACT
  relating to a study and report on the establishment and
  implementation of a program that provides financial assistance to
  property owners who offer housing to veterans at risk of
  homelessness.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) In this section, "council" means the Texas
  Interagency Council for the Homeless.
         (b)  The council shall conduct a study to evaluate the
  feasibility, methods, and costs of establishing and implementing a
  program that provides financial assistance to property owners who
  offer housing to veterans at risk of homelessness.
         (c)  In conducting the study, the council shall:
               (1)  evaluate and identify any sources of funding that
  might be available to cover the probable cost of the program;
               (2)  evaluate methods that have been implemented by
  other states to provide a similar program; and
               (3)  identify the state agency or agencies that could
  most efficiently implement and administer the program.
         (d)  Not later than September 1, 2022, the council shall
  submit to the legislature a written report on the results of the
  study and any recommendations for legislative or other action.
         (e)  This section expires September 1, 2023.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2021.
